Full pool is a reservoir's normal maximum managed level; conservation pool is the lower target operators hold for water supply. The gap between them is intentional storage flexibility.
A lake reported feet below full pool is often exactly where managers want it ahead of a wet season, leaving room to absorb floodwater. The number alone does not signal drought.
Compare today's elevation to both the seasonal average and full pool to judge whether a lake is genuinely low or simply drawn down on schedule.
